KIM Demands Accountability Over Thingkhongjang Attack

The Kuki Inpi Manipur (KIM) has strongly condemned the Thingkhongjang attack, describing it as a "barbaric and cowardly" assault on innocent civilians, and has demanded immediate accountability, an independent judicial inquiry, and stronger security measures to prevent similar incidents.

In a press statement issued on Sunday, KIM alleged that armed cadres of the NSCN-Muivah and its proxy faction, ZUF-Kamson, carried out the Thingkhongjang attack on the peaceful residents of Thingkhongjang Village under K. Geljang Sub-Division in Kangpokpi District.

According to the organisation, several civilian houses were deliberately set on fire during the attack, while indiscriminate firing seriously injured a woman and a young child.

KIM Terms Attack an Act of Terror

KIM described the deliberate targeting of an unarmed civilian settlement as an act of terror against innocent people and said the incident represented a grave assault on human dignity and the rule of law.

The organisation stated that the Thingkhongjang attack reflected a disturbing pattern of violence against civilians and called for those responsible to be brought to justice without delay.

Questions Raised Over Security Failure

The organisation also questioned the effectiveness of the security forces deployed in the area, pointing out that the attack allegedly occurred despite the presence of the 86th Battalion, F Company, stationed nearby.

KIM said it was difficult to comprehend how heavily armed militants could enter the village, attack civilians, burn homes, injure women and children, and withdraw without decisive intervention. It described the incident as a major security failure that required the highest level of scrutiny.

Assurances on Village Security Questioned

Referring to previous assurances by the Superintendent of Police and the Deputy Commissioner of Kangpokpi District, KIM said the district administration had repeatedly assured residents that the security of every village rested under its responsibility.

The organisation also referred to a Memorandum of Understanding with the Government of Manipur, under which district police were expected to ensure the safety of villages in Kangpokpi District, allowing Kuki-Zo village volunteers to step back from security duties.

According to KIM, the Thingkhongjang attack has raised serious questions over the implementation of those commitments.

KIM Demands Judicial Inquiry

The organisation demanded immediate accountability from all officers whose negligence or command failures may have contributed to the incident, pending the outcome of an independent judicial inquiry.

KIM said the investigation must be transparent, impartial, and time-bound, with the authority to establish the full facts, identify operational failures, and ensure appropriate legal and disciplinary action against those found responsible.

Call for Immediate Government Action

KIM further urged both the Government of India and the Government of Manipur to strengthen measures for the protection of civilians, warning that repeated security failures continue to erode public confidence in state institutions.

The organisation stated that assurances without effective action only deepen public distrust and embolden those responsible for attacks on vulnerable communities.

Reiterating its position, KIM said the people would no longer accept administrative silence or delayed responses while innocent families continue to suffer, asserting that those entrusted with protecting lives and property must fulfil their constitutional responsibilities or be held accountable under the law.
