Kuki Inpi Manipur urged authorities to ensure impartial policing, strengthen security deployment, investigate killings, protect villages, and guarantee safe civilian movement.

Kuki Inpi Manipur (KIM) has submitted a memorandum to the Director General of Police (DGP), Manipur, raising concerns over alleged discriminatory treatment of the Kuki-Zo community, security failures in vulnerable areas, and continued threats to Kuki-Zo lives and properties.

In the memorandum, KIM alleged disparities in the treatment of personnel and victims from different communities and called for impartial and professional policing. The organisation cited the cases of SDPO Chingtham Anand and SI Onkhomang Haokip, questioning differences in compensation and investigative responses. It also expressed concern over what it described as prejudicial language used in certain public communications by the Manipur Police.

KIM further highlighted recent incidents of violence, including the burning of Kharam Vaiphei Village and the killings in Loibol Khullen, stating that repeated requests for enhanced security deployment in vulnerable areas had not received adequate preventive action. According to the organisation, the resulting loss of lives, displacement of civilians, and destruction of homes reflected serious lapses in security and law enforcement.

The memorandum also raised concerns over the continued insecurity faced by Kuki-Zo villages since the outbreak of ethnic violence. KIM stated that the failure to identify and prosecute perpetrators has contributed to an atmosphere of fear and uncertainty among affected communities.

Among its key demands, KIM called for permanent deployment of security forces in vulnerable Kuki-Zo villages and strategic locations, immediate investigation and prosecution of those responsible for attacks and killings, and enhanced security arrangements to ensure safe movement of civilians and transportation of essential commodities. The organisation also sought stronger measures to prevent attacks on Kuki habitations and protect lives and properties.

Additionally, KIM urged the Government to establish temporary jail facilities in Kangpokpi, Tengnoupal, and Churachandpur districts and requested the transfer of Kuki-Zo inmates currently lodged in prisons outside these areas, citing security and logistical concerns arising from the ongoing conflict.

Reaffirming its appeal for fairness and equal treatment, KIM urged the Manipur Police to act impartially and uphold the rule of law without discrimination based on ethnicity or community affiliation. The organisation called for immediate intervention and action on the issues raised in the memorandum.
